Regional purchasing organisation Groninger Gemeenten (Rigg) – Implementation of Youth Act services: Youth aid Plus
The Rigg jointly purchases municipalities on behalf of the Groninger, together with the municipality of Hoogeveen, as coordinating municipality on behalf of the Drentse municipalities, in: implementation of Youth Aid Plus measures referred to in 6.1.2, 6.1.3 and 6.1.4 of the Youth Act. The Rigg acts as a commander. The Ministry of Health, Welfare and Sport, with the implementation plan for the redevelopment and phasing out of the closed youth aid, has ordered that the closed youth aid (Youth Aid Plus) in its current form be phased out by 2030. In the run-up to a complete phase-out, providers should reduce the freedom to take restrictive measures by 1 January 2024. From that point in time, the Law on legal status concluded in youth assistance requires the application of the ‘no, other than’ principle in the case of restrictive measures taken freely. By entering into this Contract, the right conditions will be created for carrying out this transformation movement. The subject of the contract is the availability of 24 residence leaks Youth Help Plus and 3 time-out places Youth Help Plus, as well as the provision of a pedagogical environment for living and treatment and the implementation of the measures imposed under sections 6.1.2, 6.1.3 and 6.1.4 of the Youth Act.
