Description
This public procurement is carried out jointly by an association of contracting authorities, based on Art. 44 of Law 98/2016. JUDEŢUL GALAŢI (Galaţi County Council) is the contracting authority mandated to organise this award procedure, as leader of the association. The Contracting Authority shall mean any of the contracting authorities which are beneficiaries/signatories of the public procurement contract.
The contracting authorities joining together to conduct this joint procurement are:
- Galaţi County (Galati County Council);
- ECOSERV Galaţi Intercommunity Development Association.
The contract includes the design, execution and operation of the transfer station and the mechanical-bioiogic treatment plant with anaerobic digestion Galaţi, namely:
a) Development of the Technical Project in accordance with the national legislation, including all the necessary documents (memoirs, drawings, calculations, etc.) and any documentation necessary to obtain the construction permit;
b) Elaboration of the documentation necessary to obtain the authorizations and opinions necessary for execution;
c) Construction works;
d) Supply and assembly of machinery and technological equipment;
e) Testing and commissioning;
f) Remedying any defects occurring during the Warranty Period;
g) Administration and operation of the transfer station and mechanical biological treatment plant with anaerobic digestion.
The duration of the design and execution of the works and commissioning of the installations is 24 months.
The Warranty Period is 36 months.
The period of operation of the installations is 10 years.
The contract defines 4 sectors of works as follows:
Sector 1 - Transfer Station
Sector 2 - Mechanical treatment plant
Sector 3 - Anaerobic digestion plant
Sector 4 - Digestate composting plant
The execution of the works and the commissioning of the installations is 18 months from which the works included in Sector 2 will be executed with priority in the first 12 months from the starting date of the contract.
Clarifications may be requested within a period not exceeding 20 days until the deadline set for the submission of tenders.
The CA will respond only once to all requests for clarifications received within 11 days by the deadline set for the submission of tenders.
