The functional diagrams of two-sequence track circuits on electrified lines consist of pulsed track relays (type IMVS- for pulsed transmission of supply voltage to track circuits) and transmitting relays (type TR for interrupting other circuits requiring high currents) in a state of permanent operation. These relays are used to perform controls and securely process information. The products to be purchased are part of sub-assemblies of technical systems (CED installations, BLA installations) that compete directly with trains running. Most relays have now exceeded their normal service life, some of which have been in use in installations for more than 45 years, resulting in ageing construction materials and lower performance. Repairs frequently show that their components no longer correspond functionally, and relays need to be replaced by new ones. Some of these relays operate under limited ambient conditions and are mounted in outdoor cabinets. Failures in the relays lead to disturbances manifested by the occupation of the related track circuits and the impaired fluency and safety of train movements. Maintenance and repair work on signalling installations is currently carried out using old relays, made redundant as a result of the dismantling of stations or the replacement of EDC installations by electronic centralisation installations as part of modernisation projects and in addition to new relays, for relays that are no longer reusable due to wear and tear. By replacing old relays with new relays with characteristics and technical performance corresponding to the operating requirements of , track circuits, a clear improvement in the regularity of train movements will be achieved and maintenance work will be more efficient. Any interested economic operator has the right to request clarifications/additional information in relation to the tender documentation 22 days before the deadline set for the submission of tenders.
