1. The subject of the contract ‘Receipt and management of municipal waste from owners of real estate residing in the municipality of Ciężkowice and from municipal public utility facilities and waste from the municipal cemetery in 2025’. 2. The contract has been divided into two parts: PART I – ‘Receipt and management of municipal waste from owners of real estate residing in the municipality of Ciężkowice’. PART II – ‘Receipt and management of municipal waste from municipal public utilities and municipal cemetery waste’. PART I – ‘RECEIVING AND MANAGEMENT OF MUNICIPAL WASTE FROM OWNERS OF REAL ESTATE LOCATED IN HEAVY WASTE MUNICIPALITY’. 1) The subject of the contract is a service consisting in the collection and management of municipal waste collected from owners from residential properties and holiday cottages or other properties used for recreational and leisure purposes, located in the municipality of Ciężkowice, i.e. from the villages: Ciężkowice, Bogoniowice, Bruśnik, Falkowa, Jastrzębia, Ostrusza, Kipszna, Kąśna Dolna, Kąśna Górna, Pławna, Siekierczyna, Tursko, Zborowice. Collection and management should be carried out in a way that ensures the achievement of appropriate recycling levels, preparation for re-use and recovery by other methods and the reduction of the weight of biodegradable municipal waste sent to landfill, in accordance with the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (Journal of Laws No. Journal of Laws 2024, item 399), the provisions of the Waste Management Plan of the Małopolska Region, and in accordance with the Regulations for the maintenance of cleanliness and order in the municipality of Ciężkowice in force at the time of the contract and the resolution of the City Council in Ciężkowice on the detailed method and provision of services in the field of collecting municipal waste from property owners and managing this waste. The subject of the contract for its comprehensiveness also includes the service of equipping the property with bags for waste collection together with individual QR codes. 2) The service of collecting and managing municipal waste will be carried out in accordance with: 2.1 Applicable legislation, in particular:  The Act of 13 September 1996 on maintaining cleanliness and order in municipalities (Journal of Laws 2024, item 399)- hereinafter referred to as ucpg,  the Waste Act of 14 December 2012 (Journal of Laws 2023.1587, as amended),  the Environmental Protection Act of 27 April 2001 (Journal of Laws 2024, item 54 as amended). 2.2 Regulations for maintaining cleanliness and order in the municipality of Ciężkowice and other resolutions of the City Council in Ciężkowice regarding the waste management system. 2.3 The current Provincial Waste Management Plan. 3) Quantities to help you price your order: 3.1 The area of the commune of Ciężkowice is 103 km2, including built-up area of 10.67 km2. 3.2 The number of persons registered permanently in the commune of Ciężkowice as at 30 September 2024 was 11 205 persons, temporarily - 112, in total - 11 317 persons. 3.3 The number of inhabitants according to the declaration on the amount of the fee for municipal waste management as at 01.01.2024 amounted to 8,735 people, while as at 23.09.2024 it amounted to 8,796 people. 3.4 The estimated number of residential properties according to the declaration of the amount of the waste management fee is 3006, while the planned increase in the number of properties during the term of the contract will not exceed 1.5% and will not involve a change in remuneration. 3.5 Estimated number of properties with difficult access to the property – 8% of the total inhabited property, it is recommended to carry out an on-site visit at the place of performance of the contract, in order to estimate the costs and risks of performance of the contract on your own responsibility and to obtain all the data that may be necessary for the reliable preparation of the offer. PART II – ‘RECEIVING AND MANAGEMENT OF MUNICIPAL WASTE FROM MUNICIPAL PUBLIC USE FACILITIES AND MUNICIPAL CEMETERY WASTE’. 1) The subject of the contract is the provision of comprehensive services of collection and management of municipal waste from municipal public utility facilities and waste from the municipal cemetery in the municipality of Ciężkowice in 2025, consisting in the collection and management of municipal waste from municipal public utility facilities and waste from the municipal cemetery in the municipality of Ciężkowice. A detailed list of facilities includes SWZ. 2) Quantities to help you price your order: Estimated number of sites: Public buildings– 52 Municipal Cemetery in Ciężkowice – 1 Street Baskets on the Market Square in Ciężkowice and adjacent streets– 58 Street Baskets in other localities – 34 3) The frequency of waste collection is described in the SWZ. 4) Additional collection of municipal waste from containers / baskets from the above-mentioned places to report the representative of the Ordering Party. 5) All waste containers/baskets are the property of the users with the exception of: a container at the Municipal Cemetery in Ciężkowice, the Spa Park in Ciężkowice, a path in the tree crowns parking lot (BUILDINGS AT THE PARKING) and the Małopolska Center for Environmental Education (MCEE), these facilities should be equipped with containers with a capacity of 1100 l in the amount of: a) Municipal cemetery in Ciężkowice: 7 containers, b) Spa Park in m Ciężkowice: 2 containers, c) Treetop path parking (BUILDINGS AT THE PARKING): 2 containers, d) Małopolska Centre for Environmental Education (MCEE): Two containers. 6) Estimated monthly average amount of municipal waste expected over the duration of the contract: - separately collected waste: 1,82 Mg - non-selectively collected waste (segregated residues): 75.42 Mg. The quantity of waste exported and the quantity of containers is estimated and is given for the purpose of drawing up the tender.
