Description

Účelom PTK je v súlade s princípmi verejného obstarávania: 1. Príprava a informovanie trhu a potenciálnych záujemcov o plánovanom verejnom obstarávaní na vyššie uvedený predmet zákazky; 2. Zistenie okruhu predpokladaných vhodných dodávateľov na trhu; 3. Získanie a vyhodnotenie spätnej väzby od potenciálnych záujemcov, ktorí sa zúčastnia prípravných trhových konzultácií; 4. Potvrdenie si dostupnosti technických riešení spĺňajúcich kvalitatívne požiadavky na predmet diela; 5. Zistenie a posúdenie možných rizík počas implementácie jednotlivých technických alternatív; 6. Zistenie možností licenčného modelu, prípadne riešenia (SaaS _ Softwér ako služba) 7. Zistenie prípadných rizík počas implementácie softwéru v podmienkach obstarávateľa. 8. Naformulovanie a overenie nediskriminačných podmienok účasti; 9. Overenie reálnosti, objektívnosti a primeranosti požiadaviek na plnenie predmetu zákazky u relevantných a skúsených hospodárskych subjektov tak, aby následné verejné obstarávanie podporovalo otvorenú hospodársku súťaž; 10. Naformulovanie obchodných podmienok, ktoré umožnia podanie ponuky všetkým vhodným dodávateľom; 11. Identifikácia požiadaviek, ktoré by mohli brániť podaniu ponuky; 12. Určenie predpokladanej hodnoty zákazky. The purpose of the PMC is to comply with the principles of public procurement: 1. Preparing and informing the market and potential applicants about the planned public procurement for the above-mentioned contract; 2. Identification of the range of presumed suitable suppliers in the market; 3. Obtaining and evaluating feedback from potential applicants who participate in the pre-market consultation; 4. Confirmation of the availability of technical solutions meeting the quality requirements for the subject matter of the work; 5. Identification and assessment of potential risks during the implementation of the different technical alternatives; 6. Identification of licensing model options or solutions (SaaS _ Software as a Service) 7. Identification of potential risks during the implementation of the software in the conditions of the contracting authority. 8. Formulation and verification of non-discriminatory conditions of participation; 9. Verification of the realism, objectivity and reasonableness of the requirements for the performance of the subject-matter of the contract with relevant and experienced economic operators, so that the subsequent procurement promotes open competition; 10. Formulating commercial terms and conditions to allow all suitable suppliers to bid; 11. Identification of requirements that could hinder the submission of a tender; 12. Determination of the estimated value of the contract.
