Die Stadt Monheim am Rhein ist eine mittlere kreisangehörige Stadt im Kreis Mett-mann mit ca. 43 000 Einwohnern. Auftraggeberin ist die im 2016 gegründete städtische Wohnungsbaugesellschaft Monheimer Wohnen GmbH, die zu 100 % der Stadt Monheim am Rhein gehört.
