Detta projekt avser upphandling av en hyresvärd som låter uppföra en Hälsocentral samt Ambulansstation i Älvsbyn som denne sedan hyr ut till Region Norrbotten. Hyresvärden ansvarar för uppförandet av Hälsocentralen samt Ambulansstationen genom ny-, till- eller ombyggnation utefter Region Norrbottens krav och specifikationer. Hyresvärden projekterar och ansvarar för byggentreprenaden samt ansvarar för alla underleverantörer i projektet. Upphandlingen avser Hyreskontrakt på tjugo (20) år för uthyrning till Region Norrbotten.
