Description

Waterschap Scheldestroom intends to conclude an agreement with one (1) supplier for the long-term maintenance and maintenance of fishing lifts. The assignment concerns the long-term management and maintenance of fishing lifts at 9 locations within the management area of the Scheldestroom water board. • Preventive and corrective maintenance • Delivery and installation of original parts • Firmware updates and cyber security management • Monitoring of sensor values and operating systems • NEN 3140 inspections (every 5 years) The duration of the agreement is 15 years, with the intended effective date of 1 January 2026. This duration was chosen in view of the expected technical life of the fishing lifts and in order to be able to provide structural maintenance, monitoring and possible replacements during this period, in accordance with the design philosophy of the manufacturer. The fishing lifts are patented systems whose maintenance and operation depend entirely on the technical expertise, process knowledge and firmware of the manufacturer. Maintenance by third parties is not permitted or leads to loss of warranties and loss of system integrity. The necessary knowledge and technical access are not available on the market. Vislift B.V. – manufacturer and patent holder of the fish lifts concerned. Vislift B.V. is the only party authorised to carry out maintenance and updates without the expiry of the manufacturer's warranty. The company is solely responsible for firmware management, process control, cybersecurity and component delivery. Waterschap Scheldestroom intends to award this contract by negotiated procedure without prior notice on the basis of Article 2.32(1)(b) of the Procurement Act 2012. There is a situation where, for technical reasons and because of the protection of exclusive rights, the contract can only be awarded to one specific economic operator. This notice has a transparent purpose and gives market participants the opportunity to object to the intended award. Any objection must be submitted in writing to the Scheldestroom Water Board within 20 calendar days of the date of publication of this notice.
