Description

Satu Mare County Hospital wants to purchase reagents in order to increase accuracy, quality and speed in professional diagnosis of all types of patients, expanding the panel of tests to be able to serve as many as possible. We request the initiation of the public procurement procedure in compliance with the lotteries in the report of necessity no. 6464/23.03.2026, included in Annex no.2 of this specifications, the laboratory's request regarding the merging of the products into lots is based on the existence of a functional interdependence between them. The contracting authority’s need to purchase products with unitary functionality or intended use justified the joint award of several components. The products are intended for use in similar medical procedures, for diagnosing several conditions with identical or comparable clinical manifestations. The technical specifications of each lot can be found in the Specifications Annex 1. Partial offers are not accepted. The framework agreement will be concluded for a period of 36 months. Within one calendar year, an estimated minimum of 1 follow-up contracts and a maximum of 12 follow-up contracts are expected to be concluded. The estimated minimum and maximum quantities of subsequent contracts are set out in the Annex to these specifications. Fregvent of follow-up contracts will be up to a maximum of 12 months. Subsequent contracts will be concluded according to the needs of the contracting authority, the minimum and maximum quantities being estimated. The proposed acquirer shall not undertake to acquire either the minimum or the maximum quantity during the framework agreement specified in the Annex. The quantity that is expected to be purchased during the framework agreement and specified in the tender documentation will be purchased depending on the existence of funds allocated for this purpose and the needs of the contracting authority. In the duly justified case, the maximum quantity estimated in the framework agreement may be supplemented in accordance with the provisions of Article 221 of Law 98/2016 on public procurement. The deadline within which the CA will respond in a clear and complete manner to all requests for clarifications / additional information will be the 11th day before the deadline for submission of tenders according to art.160 corroborated with art.161 of Law 98/2016 with subsequent amendments and completions. Number of days until which clarifications can be requested before the deadline for submission of tenders/candidates: 20 days.
