DigiFinland Oy (hereinafter also referred to as the "subscriber") requests offers for digital applications and combinations of digital applications and devices suitable for experimenting with digital therapies in accordance with this invitation to tender and its annexes. The procurement is a development project of the operating model of the Ministry of Social Affairs and Health and DigiFinland Oy, the aim of which is to assess the suitability of digital treatments for Finnish healthcare and to obtain user experiences from professionals and end-users on the practical functioning of digital treatments. Based on the experiment, a final report will be produced with the aim of describing the development needs of a permanent operating model for digital treatments. The treatment offered can be used to treat an established disease and to prevent its recurrence or worsening (secondary prevention). Digital applications or devices for treatment based solely on disease prevention (primary prevention) are not suitable for experimentation. Approximately ten (10) digital applications and/or devices supporting the application will be applied for the trial. The number of treatments to be selected is limited by the maximum budget for the procurement and the duration of the project. On the basis of a price-quality comparison, the digital therapies offered will be ranked and as many applications and/or devices supporting the application will be tested as the maximum budget of EUR 1.000.000 will allow (approximately EUR 100.000 per digital therapies). The duration of the project is 12 months. For the duration of the experiment, selected digital therapies will form a "pool" from which healthcare professionals in the wellbeing services counties can choose digital therapies suitable for the patient. The use of digital therapies selected for the trial is free of charge for the wellbeing services counties and users, as DigiFinland Oy reimburses the supplier for the costs of using the treatment. During the trial, the selected suppliers commit to make FINCCHTA’s Digi-HTA, a Health Technology Assessment (HTA) that provides healthcare with an objective assessment of the suitability of digital health solutions.
