Description

With this contract notice and the other tender documents, the contracting entity offers a task as client adviser in connection with the realisation of public housing at Enghave Brygge Syd (the ‘Project’), including assistance with the evaluation of tenders and participation in the Project’s implementation in turnkey contracts. The contracting entity is looking for a client consultant who has a strong technical and interdisciplinary understanding as well as experience with coordination and consultancy in complex and larger construction projects covering many different types of housing. The client advisor's tasks span all phases of the Project and include support for tendering, design and execution, as well as ensuring progress, quality and effective cooperation in close dialogue with the Client. It is the client advisor's task to ensure effective cross-cutting dialogue, clear division of responsibilities and handling of technical interfaces in order to minimise risks and ensure smooth project implementation. The client consultant must support the Project's technical and quality objectives by ensuring compliance with the focus areas of fsb, applicable legislation, environmental requirements and the specifications in the construction programme. The client advisor must also contribute to ensuring that the construction is carried out within the agreed time and financial framework. The tasks cover the following priority, but not exhaustive, professional areas: 1. General housing construction, including the general construction and commitment processes. 2. Wood construction and hybrid constructions, including knowledge of static, prefabrication and assembly. Focus on longevity and technical robustness. 3. Moisture strategy, including preparation of moisture strategy for timber construction and control thereof, as well as assistance with ongoing control of the turnkey contractor's design and quality assurance during execution. 4. Fire engineering solutions in light constructions, including fire strategies in construction with wood and light materials, e.g. regarding applicable legislation. 5. Complex technical installations, e.g. concerning quality assurance within ventilation, heating, domestic water and electricity, including technical infrastructure and integration of safety systems, as well as handling and possibly utilization of rainwater. 6. Sustainability based on DGNB and LCA, including DGNB certification and documentation of sustainability and carbon footprint. 7. Deployment and technical commissioning, including ensuring structured and thorough commissioning, for both part-delivery and AB-delivery, including functional tests, operational instruction, adjustment and digital delivery. 8. Efficient and durable solutions, including inspections and general quality assurance with a focus on long service life and robustness of the chosen solutions, as well as accessibility to installations. 9. Time and financial management, including advice in connection with time and financial management. 10. Construction site and execution, including organization of construction site and buildability in the execution, with a focus on logistics, safety and time coordination at partial delivery and occupation. After a competition, the area Enghave Brygge Syd was won by AP Ejendomme in the spring of 2024. AP Ejendomme then bought the area from By og Havn. Enghave Brygge Syd consists of building fields J, K, L, M, N1, N2 and N3, where Cobe is the master architect in relation to planning the overall project. To ensure a varied, sharp and qualitative architecture, several studios were invited to join the team. In addition to being master planners as advisors, Cobe stands for building field L, Dorte Mandrup for building field K, JAJA for building field J and Vandkunsten for N2+N3. Where J, K, L, M and N1 continue with AP Ejendomme as developer, N2 and N3 will consist exclusively of public housing and the two building fields will be developed by a delegated builder model between AP Ejendomme and fsb. As part of AP Ejendomme's tender, it is ensured that Vandkunsten is maintained as an advisor. The overall project vision for Enghave Brygge Syd is that the new residential district will contribute to the development of Copenhagen's harbour race as a recreational, green breathing space in the city. Basically, a constant focus is on the good craftsmanship in sustainability and architecture. Therefore, in addition to a focus on aesthetics and functionality, there is also a sharper focus on durability in relation to longevity and social impact. The project includes the land registers N2 and N3, which are carried out within a single building field and in close dialogue with AP Ejendomme, By & Havn and the City of Copenhagen. Among other things, the project must take into account the proximity to Enghave Brygge metro station, H.C. Ørsted Works and the other building fields. The total acquisition cost of the project is approximately DKK 700 million, including VAT. Landsbyggefonden also provides a land purchase loan of approximately DKK 130 million, including VAT. Work is underway on the construction of 320 dwellings (approximately 23,000 m2) divided into the following types of dwellings: family dwellings, family dwellings in community housing, youth housing and small cheap dwellings for municipal instruction. Common facilities are located on the ground floor, so that the area's intention of openness and transparency can be met. The project is developed on the basis of typological building blocks. The dwellings are built as wooden modules – prefabricated room-sized modules – which, individually or in combination, range from small to larger dwellings. Housing modules arrive and are fitted with fully completed accommodation. The facades are covered with wood and light metal façade panels. The project will achieve DGNB Gold and live up to the 2023 low-carbon class. The project is offered as a turnkey contract with negotiation in accordance with the Danish Public Procurement Act on the basis of Disposition Proposal Plus. If necessary, project development is initiated prior to final agreement with the turnkey contractor. The full consultant will then transfer to the full contractor and follow the case further. The project is expected to be ready for tender in autumn 2025. The start of the project is autumn 2026. Delivery of the building field N2 is spring 2029 and N3 is winter 2030.
