Description

The DPS is established for the supply of various types of medicinal products for the needs of "Prof. Dr. Al. Gerchev" EOOD Hospital. The originally planned "Technical Specification" may be partially modified in the course of the dynamic system by adding new medicinal products and/or changing their quantities. The quantities indicated in the ‘Technical Specification’ annexed to the documentation are estimated and do not give rise to an obligation on the part of the contracting authority to award them in the estimated volume. The actual performance of the public contract will be determined on the basis of the medicinal products actually supplied, within the limits of the financial resources. The duration of the DPS is 36 months. The dynamic purchasing system shall be open throughout its duration to any candidate who fulfils the selection criteria. Access to and participation in it shall be free of charge and free of charge for all interested parties. The duration of the contracts concluded on the basis of the limited orders within the DPS is for a period of 12 /twelve/ months. The Dynamic Purchasing System (DPS) takes place in stages. According to Article 101 of the Public Procurement Act, depending on the stage of the procedure, candidates submit applications for participation and qualified (eligible) candidates submit tenders. The DPS is managed as a fully electronic process and throughout the duration of the purchasing system, it is open to any economic operator (executing authority/IA) that meets the selection criteria. These selection criteria are also exclusion criteria. The Contracting Authority shall provide full, unrestricted and direct access to the documentation under this procedure through the Centralized Electronic Platform, referred to as the "Platform". Applications and tenders must be prepared and submitted in accordance with the requirements of Article 101 of the Public Procurement Act and Article 47 of the PPZOP within the time limit specified in the notice. Each application and each tender shall be submitted in the system of CAIS EOP First stage /initial collection of requests to participate/: Qualification of suppliers (admission of suppliers to the system). Requests to participate are collected at this stage. Applications for participation (ESPD) contain information on the personal situation of the candidates and the selection criteria. Deadline for submission of initial applications: 23.01.2025. The examination of initial applications will take place within 10 working days of the deadline for submission of initial applications. A call for a specific contract will not be launched until all initial applications have been considered. Applications may also be submitted after the deadline for submission of initial applications, in which case applicants will receive invitations after approval of their inclusion in the DPS. The contracting authority shall designate the qualified suppliers by means of a selection decision. After the entry into force of the Selection Decision, a second stage of the procedure follows. Second stage /collection of tenders for specific calls/: A call for tenders for a specific procurement should be sent to those suppliers that have been qualified/admitted. The offers contain a technical and price offer. According to Article 39(1) of the PPZOP, by submitting a tender, candidates are deemed to agree to all the conditions of the contracting authority, including the period of validity of the tenders set by the contracting authority and the draft contract. A call for a specific contract will not be launched until all initial applications submitted within the above deadline have been considered. In the case of specific calls for tenders, tenders will be ranked by a programme which will be accessible and free of charge to all applicants. Unrestricted, full and direct access to the procurement documents is ensured throughout the duration of the DPS. *At any time interested persons can apply for admission/inclusion in the DPS. The contracting authority will review the new proposals twice a month (1st and 15th of the month) or every two weeks once. The contracting authority will issue a decision on the admission of candidates to the DPS. After each examination of the applications, the Contracting Authority issues a Selection Decision whereby the qualified suppliers join the DPS.
