Description

Transport Infrastructure Ireland (the “Authority”) wishes to establish a Qualification System for the procurement of external members of the MetroLink Programme Steering Committee (previously referred to as the MetroLink Delivery Oversight Group), a TII governance entity established to support the governance, oversight and delivery of MetroLink. MetroLink will be a transformative public transport infrastructure project and will be Dublin’s first metro railway. The system will offer a high-capacity, high-frequency metro railway with 16 new stations from Swords to Charlemont. It will interlink with multiple transport networks, including Dublin Airport, Irish Rail, Dublin Area Rapid Transit (DART), Dublin Bus, and Luas, promoting a seamlessly integrated transport experience for the Greater Dublin Area. MetroLink due to its scale and complexity, requires governance arrangements which provide clarity on roles and responsibilities, accountability and the framework for effective and efficient decision-making and oversight. The MetroLink Programme Steering Committee is established as part of TII and is accountable to the TII Board. The MetroLink Programme Steering Committee is a governance function and the main decision-making body on functions delegated to it by the TII Board (within delegated authority thresholds) or NTA (if applicable). The purpose of the MetroLink Programme Steering Committee is to: - guide the MetroLink programme through phased development in accordance with applicable requirements and policies with a focus on health and safety, programme, risk management, financial oversight, scope changes and compliance with approvals as issued; - Oversee the development and delivery of MetroLink programme; - and to provide executive oversight and challenge of the programme’s execution and to be the decision-making body on key matters related to MetroLink not reserved for the Approving Authority, Government or TII Board. Given the role of MetroLink Programme Steering Committee and the importance of successful delivery, this key governance entity must have the skills, expertise and capacity required to effectively and efficiently perform its role. The 7-11 members which is to include one representative from TII and NTA each and the Chairperson (also external though being selected through a separate though similar process) will be required to have a collective expertise and experience to perform its duties. In this regard, individuals are being sought to perform the External Member roles to ensure the required (general, technical and commercial) Experience is present. The term of the Qualification System shall be circa twelve (12) years and shall commence in July/August 2025. A candidate may seek admission to this Qualification System at any time during its term. The Qualification System shall be established and maintained by the Authority. Full details of the Qualification System (including its operation) are provided within the Pre-Qualification Documents, which are available to all interested economic operators. All interested economic operators are now invited to submit a Pre-Qualification Submission for admission onto the Qualification System as set out in the Pre-Qualification Documents.
