The subject of the contract is the service of preparing a document entitled ‘Functional and spatial strategy and development of health care units supervised by the Silesian Voivodeship, i.e. 36 independent public health establishments and 7 medical companies as a whole, based on economic, legal and organisational analyses.’ The subject of the contract consists of the following tasks (phases): Activity 1 – Identification and analysis of the current situation, market research (including advantages, opportunities, threats and their implications, SWOT analysis) and definition of specific objectives related to the strategic objective related to the Silesian Voivodeship's desire to optimize its health care resources; Activity 2 – Analysis of legal and organisational solutions and identification of directions and stages: 1) consolidation of medical entities within health care units supervised by the Silesian Voivodeship or taking into account medical entities having other entities forming, 2) cooperation of medical entities with similar business profiles, 3) transfer or takeover of medical entities to/from other entities forming, 4) limitation of the activity of medical entities, 5) extension/restriction of the activity of units/cells of basic medical activity and units/cells of auxiliary activity or their consolidation within a given medical entity or using another medical entity and in the voivodship perspective, 6) reorganization and modernisation of medical infrastructure necessary to achieve financial efficiency, Task 3 - Development of substantive materials and communication program (determination of the message, target groups, schedule of activities, means of communication). 2.
