Description

The tender includes the emptying and control of oil and gasoline separators and sand traps for Vejle Municipality – Resources & Recycling (R&G) to the extent described under Contract Annex 1, Requirements Specification. Oil and gasoline separators remove oil and gasoline residues from the wastewater before it is led to wastewater treatment plants. It is therefore important that companies with oily and petrol-containing wastewater have an oil and petrol separator. It is also important that the separator is emptied and maintained regularly, as oily wastewater from a leaking oil separator can be directed to the surrounding soil and lead to oil contamination of soil and groundwater. An oil and gasoline separator system consists of: • Sand traps that retain sand, gravel and similar heavy particles in the wastewater. • Separator that separates oil and/or gasoline from the water. The task includes monitoring and emptying of approximately 350 oil and gasoline separators annually as well as an estimate of approximately 200 sand traps annually – including cleaning and testing of any floating shutter and alarm – and environmentally sound disposal of the waste. The basis for offers and services are applicable laws and regulations, etc., including: • The current regulations for commercial waste in Vejle Municipality. • The laws, regulations, regulatory requirements and rules in force from time to time (e.g. rules on waste management and rules on the execution of work) that apply to this area. The supplier shall at all times be in possession of all the necessary regulatory authorisations for the performance of the contract, including, inter alia, authorisations for road transport. In Vejle Municipality, companies and landowners with oil and gasoline separators and sand traps must be registered with Vejle Municipality's emptying scheme for oil and gasoline separators and sand traps. However, an exemption may be requested from the Municipality of Vejle. The discharge scheme includes monitoring and emptying of oil and gasoline separators as well as sand traps, and also environmentally sound disposal of the waste. The discharge scheme shall ensure that the number of discharges set by Vejle Municipality is complied with. In addition, the municipal discharge scheme must ensure that oil/petrol and sludge are handled and treated or disposed of in an environmentally sound manner. Registration and de-registration of oil and gasoline separators and sand traps is administered by Vejle Municipality. The municipal emptying scheme for oil and gasoline separators and sand traps is financed by the registered companies/landowners via an administration fee to Vejle Municipality and user settlement from supplier. The administration fee is charged by Vejle Municipality to registered companies and landowners. The administrative fee covers the municipality’s administrative costs associated with the municipal emptying scheme, in addition, the registered companies/landowners pay the supplier for the service provided by the supplier (see Contract Annex 2 – Tender list). The supplier collects user billing for the service provided directly from registered companies/landowners and the billing is done directly to the supplier.
