Description

The State real estate company intends to launch a European tender procedure in 2016, following the competitive dialogue procedure, which should lead to the conclusion of an integrated contract for the new Michiel Adriaanszoon de Ruyterkazerne in Vlissingen (Markaz).
In the field of facility services for Markaz, guidance and advisory services are needed to the contracting authority’s organisation over a long period of time, both during the remaining preparation of the call for tenders and during the tendering and implementation phase.
The ‘facility services’ component is drawn up by the Ministry of Defence Service Centres Commando, in cooperation with the National Real Estate Company. The contractor of this framework contract will mainly work with the Ministry of Defence Service Centres Command (CDC).
Scope of consultative work:
The exact scope of the consultancy work to be subcontracted is not yet known in advance and is not guaranteed. For the purposes of pricing by bidders, an estimate has been made of a probable number of hours of advice during the duration of the contract.
For further information on the nature of the consultancy work and the contract, please refer to the framework contract and the description in the terms of reference.
The contractor of this framework contract and any third parties are/are excluded from participation on the market side in the (yet to be announced) tender for the DBFMO Michiel Adriaanszoon de Ruyterkazerne.
Possession of a (provisional) ABDO authorisation from the Ministry of Defence (MIVD/BIV) is a condition for commissioning. See also the Procurement Guidance Section 2.2.
