At the stage of conducting the procedure, the facility is under construction, which means that there may be variable technical, organisational and logistical conditions that have a direct impact on the way the contract is performed, in particular in terms of: the actual conditions of transport, unloading and delivery of equipment, the availability of traffic routes, lifts, staircases and access roads, the coordination of works with other contractors present on the construction site, the existing restrictions resulting from health and safety regulations in force on the construction site, the need to adapt the delivery and assembly schedule to the progress of construction works. The local vision is aimed at ensuring that each Contractor acquires full and comparable knowledge about the conditions of contract performance, which will reduce the risk of incorrect calculation of the offer price, disputes at the stage of contract implementation and the need to introduce changes resulting from an underestimation of the scope of logistical or organizational obligations. This requirement is dictated by the need to observe the principle of due diligence when preparing a tender and to protect the interests of the Contracting Authority by ensuring the reality, feasibility and comparability of tenders. The local vision is also used to minimize risks related to the security of delivery in an active construction site. A report or confirmation of attendance signed by a representative of the Contracting Authority will be drawn up from the on-site visit. Lack of participation of the Contractor in the on-site visit will result in the recognition that the tender was submitted without the required knowledge of the conditions for the performance of the contract.
