France-Rouen: Vehicle location system

Métropole Rouen Normandy, a public inter-municipal cooperation establishment with a population of around 496 000 inhabitants, wishes to set up an integrated system of geolocation, assistance with driving and optimisation of the collection circuits for household waste.
The main objectives of the project are as follows:
allow continuous adaptation of the service:
— support for the fair distribution of the workload,
— facilitated two-sideways communication,
— modification and adaptation of collection circuits;
improving service to users:
— objective argument in a situation at issue,
— transparency on the work done and increased responsiveness,
— identification of recurrent difficulties facilitated;
facilitate decision support:
— computerised, localised, fiabilised and rapid information,
— monitoring of the container fleet, facilitated by the fiabilisation of the information provided,
— production of dashboards on quantity and quality of service;
improving the working conditions of staff:
— navigation assistance on routes to be followed,
— strengthening the safety of crews and users,
— precise positioning of anomalies encountered;
improving knowledge of local realities:
— implementation of optimisation levers,
— adaptation of the service to needs,
— increased knowledge of users’ habits.
The collection of household waste is one of the main public service tasks of Métropole Rouen Normandy. The system must therefore be quickly operational and not lead to any disruption of the service, even in degraded mode.
