Description

The Education Agency would like to enter into a framework agreement with a tenderer for ICT consultancy services for those of the schools who do not have their own ICT responsible employees. An ICT manager is responsible for carrying out ICT related assignments that require local attendance at the school. Examples of assignments are distribution of user names and passwords, installation of equipment, technical set-up in connection with the exams, and reporting and following-up errors with the service provider CGI. ICT management ensures contact between teachers and pupils and service desk at CGI, and with UDA ́s own service desk and other roles centrally in the education administration. See annex 4 for further information on what the ICT management ́s assignments include. The schools ́ need for resources for ICT accountable assignments varies. Large sixth form colleges tend to have several full-time employees and some also have apprentices. Minor primary schools only need a few hours a week and therefore do not need a full-time position. The average position size for an ICT manager is estimated to be 30-80%. Based on this, the schools need to procure services equivalent to a fixed number of hours/days per week (equivalent to a job percentage), or more occasional assignments in periods of high activity or in extraordinary situations. There are currently 70-80 schools that procure ICT accountable services on the contract. A total of 30-40 consultants will be used. Based on previous consumption, the estimated value of the procurement is approx. NOK 20-25 million per annum.
