Framework Agreement for the provision of Town Planning Services
The overall objective of the Grangegorman Development Agency (GDA) can be summarised as being the social and urban renewal of the 30 hectares of the former St. Brendan’s Hospital in Grangegorman and its surrounding areas, driven by the relocation of TU Dublin and the provision of modern primary and residential healthcare facilities. Grangegorman will be a new piece of Dublin City with a vibrant sustainable community based largely around new, world-class third level educational facilities and other community focused services. Consistent with the requirements of an SDZ (Strategic Development Zone), the Agency has published a Planning Scheme, which was approved by An Bord Pleanála and adopted by Dublin City Council in 2012It represents statutorily (planning) the previous Strategic Plan and the Masterplan. It supersedes the Masterplan. All development at the Grangegorman site is predicated on this Planning Scheme. The GDA requires ongoing support and advisory services in the application of the approved Planning Scheme. The GDA proposes to establish a single-party framework agreement for the provision of town planning consultancy and advisory services as described in Tender Documents. Summary of Services required will include a range of town planning services: • Policy level tasks and advisory services • Site and development level tasks and advisory services • Support the GDA in liaison with Dublin City Council The Contracting Authority will use this framework agreement as and when requirements within its scope arise. It is emphasised that a framework agreement constitutes no guarantee to purchase a specific quantity of supplies or services from a particular economic operator
