Description
The contracting authority in the present proceedings is the University of Bucharest, as owner and administrator of the building which will be the subject of the future intervention and which will become the beneficiary of the contract resulting from this competition. The University of Bucharest together with the Order of Architects of Romania organizes the architectural solutions contest for the refunctionalization and activation of the existing adjoining spaces in the courtyard of the University House, the valorization of the old greenhouses and the complete arrangement of the University House garden. The winner of the competition will be invited to the negotiated procedure without prior publication in accordance with Article 104(7) of Law No 98/2016 on public procurement, with a view to concluding the contract for design and technical assistance services for the entire duration of the works for the investment objective. The University House and the related garden represent an ensemble with remarkable urban, architectural and landscape value, located in a central area of Bucharest, with exceptional potential. However, the current state of the site reflects a number of major problems affecting its functionality, accessibility and integration into city life. Through this initiative, the garden of the University House can become a model of responsible urban regeneration, in which the architectural intervention serves both the heritage and the community, contributing to the quality of life and the sustainable development of the neighborhood.
