Description

--------BACKGROUND-------- The purpose of this Prior Information Notice (PIN) is to inform prospective candidates of the potential opportunity relating to the Land Development Agency (LDA), for the construction works required to deliver the Wilton Housing Development project. The Land Development Agency (LDA) is the authority responsible for this procurement. The LDA is a key Government land management initiative. Its objectives are to: • Identify and coordinate appropriate State lands for regeneration and development, opening up key sites for housing delivery; • Drive strategic land assembly, working with both public and private sector land owners; • Contribute towards the delivery of affordable housing; and • Become a leading influencer of housing and land management, through research and innovation. --------DESCRIPTION OF THE WORKS-------- The Wilton Housing Development is a c. 2.61 ha greenfield site adjoining the ESB Networks DAC Office, at Farrandahadore More, Sarsfield Road, Wilton, Cork City. The project is part of the LDA’s wider mandate to develop a range of housing options, including affordable for sale, cost rental and social housing with both houses and apartments. The site is in the ownership of the Land Development Agency. The proposed development will deliver 348 new homes, comprising 296 cost rental apartments (across three blocks), 16 two-storey affordable for sale townhouses, and 36 apartments provided under Part V social housing. The development will also include a 156sqm creche. The proposed development also includes 148 car parking spaces with majority of the parking located in undercroft structures in the Middle and West Blocks, where they are covered with a landscaped podium deck. The site is bounded to the south by the ESB Wilton Offices and Depot, to the east by the Sarsfield Road, to the west by Cardinal Court and to the north by the St. Joseph’s SMA Wilton Parish Centre. The proposed LDA development consists of 348 no. units; • 1 Bed 2P – 152 no. units; • 2 Bed 3P – 48 no. units; • 2 Bed 4P – 120 no. units; • 3 Bed 5P – 12 no. units; • 3 Bed Townhouse – 16 no. units. The development also includes hard and soft landscaping, surface and undercroft car parking, road surface and drainage works and all associated and ancillary site development and infrastructural works. Further details of the development can be found at with the planning case number at Cork City Council: 2543819. --------DESCRIPTION OF THE PROCUREMENT-------- The project will be contracted in one single phase. The works will be procured using a two-stage procedure to secure an interested economic operator to deliver the project, under a Design & Build Contract. A contract will be awarded for the works as part of this procurement process. The scope of the works will be set out in the tender documents. --------MARKET ENGAGEMENT EVENT-------- There will be a Market Engagement event held in conjunction with the CIF on August 13th 2025 to inform the market and interested economic operators of the Wilton Housing Development. The Market Engagement event will take place at 11.00am in the Imperial Hotel Cork. Registration is necessary and queries related to this event can be sent to procurement-property@lda.ie --------PROPOSED DATES FOR ISSUE OF DOCUMENTATION-------- The Pre-qualification Questionnaire will be issued by the end of August 2025. --------NOTE-------- This Prior Information Notice is being used to inform interested economic operators that the LDA intends to procure by restricted tender, the delivery of this opportunity as described above. This document is not a call for competition or invitation to tender. No tender documents are available at this stage. Details of individual procurements pursuant to this notice will be advertised in due course on www.etenders.gov.ie and the Official Journal of the European Union. The LDA does not require a response to this prior information notice. Neither this document, nor any information set out herein, shall be regarded as a commitment or representation on the part of the LDA to enter into any form of contractual arrangements express or implied.
