Acquisition of preschool education produced in private kindergartens for the City of Helsinki Education Division
The City of Helsinki organises preschool education in municipal day-care centres and private day-care centres. This request for participation concerns the acquisition of pre-primary education produced in private kindergartens, excluding pre-primary education for demanding support. Pre-primary education students are selected by the education provider, i.e. the City of Helsinki, in accordance with the Basic Education Act. The Education Division of the City of Helsinki (in the future also the contracting entity/subscriber) requests private service providers to submit requests for participation in the supplier register concerning the provision of preschool education services in accordance with this request for participation and its appendices. The child must participate in one-year pre-primary education or other activities that meet the objectives of pre-primary education in the year preceding the start of compulsory education. According to Section 4 of the Basic Education Act, a municipality is obliged to provide pre-primary education for children living in its territory in the year preceding the start of compulsory education. A child participating in preschool education must also have access to early childhood education services (Early Childhood Education Act, Section 5, Section 12, and Basic Education Act, Section 6). When planning, organising and deciding on pre-primary and basic education, the child's best interests must be a primary consideration (section 3 of the Basic Education Act). A municipality can produce preschool education services itself or obtain them from a private service provider, for example. The municipality is responsible for ensuring that the services it acquires are organised in accordance with the regulations governing pre-primary education and the basics of the pre-primary education curriculum. In addition to the regulations on basic education that apply to preschool education, the Act on Early Childhood Education and Care and the regulations issued on the basis of it are also applied to it. The Education Division of the City of Helsinki will establish a dynamic purchasing system for service providers for the period 25.4.2026 - 24.4.2031. The estimated total value of the acquisition, excluding VAT, is approximately 0 - 4 000 000 per calendar year. A procuring entity does not commit to a specific amount or value of procurement. The service must comply with the directly binding acts of the European Union, the laws and regulations of Finland and the regulations issued by the authorities.
