Description

This notice relates to supplies contracts that may be awarded by Vattenfall companies referred to in section VI of this notice for pumps meeting the description in Achilles AUCS code 3.14.0 pumps, accessories & spares 3.8.5 heat pumps and accessories, 3.10.9 nuclear reactor pumps, 4.8.6 pump services (see link to AUCS codes below).
Vattenfall confirms that, in accordance with Article 53 (6) of Directive 2004/17/EC it considers that two qualification systems operated by the Achilles Group meet its requirements to provide a call for competition for contracts for pumps to which that directive applies.
The two qualification systems are SELLICHA, which is used as a common system for the registration and pre-qualification of suppliers, contractors and service providers (vendors) in the Nordic countries and Connexio which is used in Central Europe (for example Germany, Netherlands, Poland) for the same purpose.
Vattenfall may use SELLIHCA and Connexio for requirements for pumps subject to EU procurement rules, but reserves the right to publish individual notices for specific requirements where it deems it necessary, even though they relate to the product and service categories covered by SELLIHCA and Connexio. The qualification system may be used for such contracts not subject to EU procurement rules at Vattenfall’s discretion. Vattenfall may use SELLIHCA and Connexio for sourcing pumps beyond the European Economic Area (EEA).
The qualification process may consist of several stages where pre-qualification in SELLIHCA and Connexio is required for all contracts but for certain contracts Vattenfall may add other stages.
If Vattenfall considers the information available after the initial qualification stage as inadequate to establish a bidders list, a request for additional information will be sent out to pre-qualified suppliers. The preparation of bidder lists will be based on suppliers and contractors which have passed the initial pre-qualification for SELLIHCA and Connexio, without further notification of requirements in the 'Supplement to the Official Journal of the European Communities' (OJEU/TED).
SELLIHCA is operated and administered by Achilles Systems AS. SELLIHCA is a qualification system for suppliers to utilities operating within production, transmission and distribution of electric power, district heating/cooling, water supply and associated services where directive 2004/17/EC applies.
SELLIHCA has been established as an industry-based scheme in order to improve efficiency and reduce costs throughout the supply chain for both buyers and suppliers and to ensure that supplier applications are dealt with fairly and consistently by subscribing utilities.

The subscribing utilities may use SELLIHCA for requirements subject to EU procurement rules, but reserve the right to publish individual notices for specific requirements where they deem it necessary, even though they relate to the product and service categories covered by SELLIHCA. The qualification system may be used for contracts not subject to EU procurement rules at each subscriber's discretion. Subscribing utilities may use SELLIHCA for sourcing goods and services related to facilities or operations beyond the European Economic Area (EEA).

Connexio is the online supplier information system which is operated by Achilles Information GmbH on behalf of utilities (energy and water) in Western, Eastern and Central Europe. During the pre-qualification process via Connexio (Stage 1), potential or current suppliers of utility companies provide those utility companies subscribed to the system with information about their business operations by filling in, saving and submitting an online supplier questionnaire (supplier self-disclosure), which can be called up under www.achilles.com/germany as well as furnishing them with all requisite documents, policies and certificates. Achilles verifies the data provided by the suppliers for completeness, consistency and compliance with the requirements using a formal programme routine, as well as sometimes checking correctness of content (Pre-qualification Stage 1). In order for pre-qualified bidders to be eligible to continue to stage 2 of the qualification system, potential bidders must complete the pre-qualification (Stage 1) via Connexio. If pre-qualification (Stage 1) is not completed by the deadline set by the buyer, then the company will not be considered for the order/orders based on this qualification system. The successful bidder must ensure that their pre-qualification with Connexio in the relevant supplier category remains valid for the entire term of the contract. The participating utility companies reserve the right to adapt or change the criteria occasionally. The participating utility companies have access to a password-protected website 24 hours a day, 365 days a year where they can find the supplier data collected and verified by Achilles.
