Description

Er wordt een beroep gedaan op artikel 2.32 AW, lid 1, sub b, onder 2: geen mededinging om technische complexiteit en financiële redenen. Het proceslandschap van GR IJsselgemeenten is volledig afgestemd op en technisch afhankelijk van de software van Centric. De programmatuur is zowel technisch als qua inrichting onderling met elkaar verbonden. Daarnaast zou een eventuele wisseling van software programmatuur grote risico's en consequenties hebben voor de continuïteit van de dienstverlening naar de burgers en voor de organisatie qua capaciteit, werkwijze en daarmee ook extra werklast. Tevens leidt het tot zeer hoge transactiekosten bij een wisseling. GR IJsselgemeenten heeft daarom de onderhandelingsprocedure zonder voorafgaande bekendmaking (artikel 2.32 Aanbestedingswet) toegepast en is voornemens voornoemde opdracht aan Centric te gunnen. EUR 4.400.000,- voor de gehele looptijd van 4 jaar en een optie tot verlenging van 2 x 1 jaar.
