Description

To strengthen its in-house expertise, Enabel calls on a large number of external experts and consultants. This public contract concerns the domains of governance, peace and security and comprises 6 lots: - Lot 1: Peace and Security: Security Sector Reform (SSR) - Lot 2: Justice and the rule of law - Lot 3: Fragility, conflict prevention and management - Lot 4: Civil registry - Lot 5: Democratic Governance - Lot 6: Economic governance This public contract is awarded as a multiple-participant framework agreement, in accordance with Article 43 of the Law of 17 June 2016. The framework agreement establishes the terms governing public contracts to be concluded during the validity period of the agreement. The framework agreement (each lot) will be concluded with several participants following competition via an open procedure on the basis of the best value for money. For each public contract to be awarded, in accordance with Article 43, §5, 3° of the Law, the performance of the framework agreement will follow the modalities defined in point 3.4.9. For this public contract, a framework agreement (each lot) will be concluded with the three tenderers selected having submitted a regular tender and having obtained upon examination of the tenders against the award criterion the three highest final scores.
