Description

The purpose of this procurement procedure is to award a contract for technical design services, technical design verification, technical assistance from the designer and execution of works for the basic investment under the project ‘Building a photovoltaic park to provide part of the electricity needed for electrolysis’, SMIS code: 320785, financed by the Modernisation Fund, Call Title: Support investment in new renewable electricity generation capacities for self-consumption for public entities. The main objective of the project is to create a fully functional photovoltaic park for the production of electricity from renewable sources and aims to develop and put into operation two new installations for the production of electricity from solar source, based on photovoltaic technology, each with an installed capacity of 1 MW / plant. These capacities will be located in Tulcea Municipality, on an intravilan land registered in the Land Register under number 32461. The activities of the contract to be awarded under this procedure consist of: 1) Stage 1: Technical design services, technical quality check of technical design and execution details; 2) Stage 2: Providing technical assistance from the designer during the execution of the works; 3) Stage 3: Execution of works for the basic investment, including the supply, location and commissioning of electricity production equipment and systems. The service component of the contract involves: 1) Stage 1: Technical design services, technical quality verification of the technical design and of the execution details, respectively the elaboration of the technical documentation, which includes the following phases: - drawing up the technical documentation for obtaining opinions/agreements; - drawing up the technical documentation for obtaining the building permit (DTAC); - the elaboration of the Technical Project (PT); - elaboration of the Execution Details (DDE); - drawing up the Technical Documentation on the Organisation of the Execution of Works (DTOE). After elaboration, the technical project and the implementation details will be submitted for technical verification, to the project verification specialists certified by specialties (technical verification is the subject of the contract, meaning that the bidders will include in the financial proposal the value of the technical quality verification services of the technical project). 2) Stage 2: Technical assistance from the designer during the execution of the works; The works component of the contract consists of: 3) Stage 3: Execution of works for the basic investment, including installation, location and commissioning of electricity production equipment and systems. The proposed investment aims to increase the production capacity of electricity from photovoltaic sources at the level of Tulcea Municipality, thus allowing to increase the energy independence of Tulcea Municipality through the production of green energy. The project involves the establishment and commissioning of two CEF 1 and CEF 2 photovoltaic power plants, each of which will be carried out as follows: Photovoltaic system with 30o gradient structure Photovoltaic installation consists of the following equipment: -1,740 pcs – 575 Wp photovoltaic modules; -4 pcs – Three-phase unidirectional power inverters, rated power 225 kW; -1 assembly alloy mounting structure for mounting photovoltaic modules on ground type omega tilt 30o; -SCADA monitoring system; -Video security systems; -Electrical connection equipment (continuous and alternating current); -Connecting to the local distribution network; -Fire detection and signalling subsystem (SDSI); -Earthing system; Detailed information can be found in Section 0 - EEAS and Instructions to tenderers - part of the tender documentation.
