Description

The consultation will lead to the conclusion of a single framework agreement, executed by issuing order forms pursuant to Articles R2162-13 and R2162-14 of the Public Procurement Code. Unit prices are provided for the services described in the CCTP and provided for in the unit price schedule (BPU). These services will be carried out by issuing order forms. Pursuant to Article R2162-4-2°, the framework agreement is concluded without a minimum and with a maximum over the total duration, including renewals, as follows: Mini Amount Without Total Maximum Amount € 750,000.00 The maximum amounts of the framework agreement correspond to a maximum of expenditure. It should be noted that the contractor will not be able to raise any claim if they are not met. The contracting authority is not required to guarantee from the outset a minimum amount of expenditure to the selected operators and may therefore make purchases of a repetitive nature within the limits of the amounts indicated above. The estimated quantities indicated in the EQD serve as a basis for the analysis of tenders. They are therefore not contractual. This consultation includes: • Supply of all software and licences necessary for the operation of the RFID system and its interface with the SIGB for the entire network of BML libraries • RFID equipment (hardware and consumables) and related consultancy services • Training services for BML staff • Installation, specifications, parameterisation and deployment services • Project management and revenue services • Software and hardware warranty • Maintenance of hardware beyond the warranty period if it does not reach the duration of the contract (four years) For information, candidates will also have to provide maintenance costs in the BPU, even if the hardware supplied is covered by the warranty throughout the duration of the contract. The consultation does not include: • Work necessary for the wiring and installation of RFID equipment and devices • On the other hand, the contractor will have a duty to advise the contracting authority in this area.
