The Land Administration Network (LVN), together with the local and special networks connected to it, forms the communication infrastructure of the North Rhine-Westphalia administration. The regional administrative network connects the local networks, thus enabling communication between the authorities and facilities of the Land and with bodies outside the Land administration. The operator of the Land administrative network is IT.NRW. The LVN is a ‘closed network’ (intranet) to which, in principle, only authorities or facilities of the Land administration are connected.
Certificates are used by an external provider to encrypt and sign electronic messages (e-mail). In order to generate these certificates, a virtual CA of the external provider is accessed via a RA located at IT.NRW. These are advanced certificates.
In order to facilitate the handling of the certificates for the user, an outlook plugin needs to be used. Given the large number of users (around 3500 users) who will use this plugin, it must be ensured that competent support is available.
