The subject-matter of the contract is to ensure the provision of a remote medical emergency service for adults and children in the Karlovy Vary Region through an online communication platform (‘the service’), the aim of which is to connect a patient, i.e. a potential patient in an outpatient form of health care, with a health service provider. Distance health services are services provided outside a health facility by means of remote access, using information and telecommunication technologies or a medical device, the purpose of which is to assess the patient's condition and set up an individual treatment procedure. Health services provided "at a distance" under so-called telemedicine will be available to residents of the Karlovy Vary Region. The aim is to ensure effective, high-quality and easily accessible health consultations, especially in the context of emergency services. The service will allow patients to quickly consult their symptoms and get basic instructions from their doctor via video call or chat, especially in cases of minor problems but in need of an immediate solution. The service provider must be able to provide not only a software solution, but also the provision of health service providers who provide remote health services in real time through an online communication platform. The communication platform shall be accessible 24 hours a day, 7 days a week, for all ages (including children and adolescents). The services will be carried out at a professional level by certified doctors and will include consultations, individual health assessment, determination and adjustment of the treatment procedure, setting the appropriate medication, including the issuance of a medical report and an electronic prescription. The detailed specification of the subject of performance of the public contract and the required scope of services provided are set out in Annex 1 to this call. Due to the fact that residents of the border towns and districts of the Karlovy Vary Region often work in the Federal Republic of Germany and recreationally in other states of the European Union, the contracting authority always requires the patient to use the e-recipe in the format that EU countries allow to accept when prescribing medication. The distance services provided will not be used to provide urgent or acute health care (which requires the physical presence of the patient in the health care facility) within the meaning of the definitions of these terms set out in Act No. 372/2011 Coll., on health services and the conditions for their provision, as amended. Distance health services must be provided in accordance with all applicable and effective legislation of the Czech Republic, must maintain ethical and moral values of health care workers' behavior and must ensure the protection of patients' personal data. The Contractor shall be obliged to provide the services in accordance with the legislation applicable to digitalisation in the health sector for the entire duration of the contract.
