The project will be implemented as part of a non-competitive project entitled: ‘Innovative public procurement’, implemented by the National Centre for Research and Development under the European Funds for Modern Economy Programme 2021-2027, project No FENG 02.13-IP.07-0001/24. The research challenge is to develop an innovative, integrated heating and cooling system dedicated to buildings not connected to district heating networks. The assumed result of research and development (R&D) is the development of a prefabricated system in the form of a container ‘machinery’ in which all key technological components will be integrated in factory conditions. The system will be based on heat pumps using outdoor air as a lower energy source. The adopted approach, based on standardization and prefabrication, will allow to reduce the scope of installation works carried out in the facility, shorten the implementation time and ensure high repeatability of quality and operational parameters. The developed system will have a modular architecture, enabling its scalability and flexible adaptation to the diverse energy needs of buildings. As part of the R&D works, it is planned to develop an innovative heat pump using a refrigerant with a GWP of less than 150 and to implement advanced control algorithms, integration of heat and cooling energy storages and mechanisms for reducing peak demand for electricity, which will contribute to improving the efficiency of the system operation and reducing the loads on the national electricity system. An integral element of the solution will be a digital layer including functionalities in the field of monitoring, remote supervision, diagnostics and predictive control, with the possibility of cooperation with dynamic energy tariffs and local installations of renewable energy sources. The system will ensure the implementation of heating, cooling and domestic hot water preparation functions, while integrating with energy management systems in buildings. The end result of the contract will be a solution enabling quick, repeatable and scalable energy renovations in buildings not connected to the district heating network. The procedure will be conducted with the exception of the provisions of the Public Procurement Law Act (hereinafter: the Public Procurement Law) pursuant to Article 11(3)(1) of the Public Procurement Law. The procedure used will be open, transparent and non-discriminatory.
