Description

In recent years, the Institute for Ecological Economic Research (IÖW) has developed a comprehensive calculation model for calculating the municipal added value and employment effects generated by the use of decentralised renewable energy technologies. To date, there are no comparable calculations of the regional economic effects of implementing energy efficiency measures in the building sector. Information and selected results on employment effects and tax revenue are available only for individual areas – in particular from the evaluation of KfW’s funding programmes. However, these do not show the potential value-added effects at local and regional level along value chains.
The aim of this project is therefore to close this research gap and to explore further the link between energy renovation and value creation, which is important for implementation and acceptance, in the context of a study. The logic of the model developed by the IÖW for calculating municipal value creation and employment effects through renewable energies is to be applied to the area of energy renovation of buildings. In order to model the value added in the area of energy renovation, the relevant value chains should first be mapped. As a result of the existing value-added model for renewable energies, the direct effects (such as additional profits of companies and generated employment or additional business and wage tax income) should be presented as a result of the particular clarity and suitability for local actors. In addition to the direct effects of value added and employment, the amount of energy saved and the resulting purchasing power gains will be calculated, as this may lead to further indirect value added effects in the region.
