1. Przedmiotem zamówienia jest wykonywanie publicznego transportu zbiorowego w zakresie wojewódzkich i międzywojewódzkich kolejowych przewozów pasażerskich na obszarze województwa warmińsko-mazurskiego i województwach sąsiednich w latach 2016–2020, na aktualnie eksploatowanej infrastrukturze kolejowej, na liniach zelektryfikowanych taborem o napędzie elektrycznym za wyjątkiem relacji Olsztyn–Ełk przez Korsze i i niezelektryfikowanych taborem o napędzie spalinowym.
