NL-Leiden: development services of real estate
The aim pursued by the contracting authority in the present contract ‘Herontwikkeling Lammenschanspark Gemeente Leiden’ is to establish a socially sustainable campus of permanently available housing units for up to 2.000 students with a supplementary and job support programme on the Lammenschanspark site.
The contract is, in principle, carried out on the basis of the concession model. In doing so, an economic operator (or combination of economic operators) to be selected takes on board the integral site development and risk and, once it has been delivered, transfers the (cross-area) public space to the municipality for the purposes of the management operation.
In this context, various planning, land and real estate activities must be carried out by the economic operator to be selected (or combination of market participants):
— for the purposes of the contract, planning development in the context of the contract means making land suitable for development and use as a public area by legal measures,
— for the purposes of the contract, ‘land exploitation’ means the construction and habitation of land in the sense of making land suitable (or more suitable) for building and use as a public area by means of actual (technical) measures,
— for the purposes of the contract, real estate operations are the building of land and the management and operation of the real estate realised.
