cette étude pré-opérationnelle comprend notamment l'accompagnement social des ménages dans leur parcours résidentiel et l'élaboration d'un projet urbain, qui devra examiner la pertinence d'un maintien des constructions in situ ou du relogement des ménages hors site et réduire l'exposition aux risques naturels.elle permettra également de définir le type de dispositif en matière de lutte contre l'habitat indigne dans lequel s'inscrira cette opération de réaménagement (rhi, rhs, ogral, etc.).la prestation est composée d'une seule tranche qui se déroulera en trois phases successives :- phase 1 : Diagnostic de l'existant ;- phase 2 : Elaboration du projet de réaménagement et du programme d'évolution résidentielle ;- phase 3 : Arrêt du projet d'aménagement, évaluation financière des travaux et accompagnement des ménages
