Description

The purpose of this questionnaire is to identify Mechanical / Engineering Contractors who can meet our requirements and, depending on the number of suitably qualified providers, to draw up a short-list of candidates to be invited to tender for the above contract. It is emphasised that the information requested in this questionnaire is aimed solely at determining the suitability and choice of candidates for entry to the Tendering Stages. Medite Smartply (MS) are seeking expressions of interest from suitably qualified Mechanical / Engineering Contractors who can offer an Integrated Engineering Services at both manufacturing plants. The scope of works involved. 1. The service provider will offer two qualified Quantity Surveyors or Engineers (one either site) to work closely/directed by the Maintenance and capital projects team (TBC) on both sites. Companies have the option to opt for one or both sites, however the clear preference is to have one company providing the service to both sites. The main reasons for this are consistency, easy of management, synergies and cost benefit purposes. 2. Medite SmartPly’s (MS) facilities would be fall into the category as heavy industry organisation, with large scale equipment supplied by international OEM suppliers. These sites require ongoing maintenance on a biweekly basis and includes a major annual shut down on either site that could entail a workforce of contractors of up to 150 for the 10-day duration. While MS have a strong mechanical and electrical department in place, however these need to be supplemented during the biweekly and annual shut down periods by external contractors. This area would be where we want the successful contractor to be involved in the; management, precuring and co-ordination of supporting personnel as directed by MS’s Maintenance Manager/Engineering Manager. 3. In addition to the ongoing maintenance, both plants have a significant annual capital expenditure budget to upgrade and replace wear and tear equipment. The remit of the service provide would be to provide the support to PM to prepare the project tasks / quotes in a manner that can be used for the internal approval process. He/she shall be involved in the project execution (lead by the PM) once the project is approved. 4. As the request integrated services both staff will be stationed and officed in either manufacturing facility during the full duration of the term. 5. The scope of this role is to price and co-ordinate projects and required supporting personnel on an open book approach within a timely manner and in accordance with the capital plan budgets and maintenance labour budgets and adhere to all policies and procedures within each site. 6. An open book approach will need to be done in accordance to set procedures and will be discussed with the successful candidate. Further details will be provided to those who are selected to the tender stage of this competition. 7. The contract term will be for 3 years with the option to extend a further two in 12-month blocks on review and in agreement with both parties. 8. A key part of the role is to price, plan and allocate the appropriate contractor staffing levels to ensure execution is in accordance with downdays and maintenance shutdowns. It will be expected that the contractor will engage and work with other subcontractors that are experienced, well regarded and financially stable. 9. The successful contractor will be responsible or designated to a particular site; however, some flexibility will need be shown depending on the complexity of projects within each and therefore from time-to-time MS may request an overlapping of services to a particular site for a period to time.
