Lot 1:
1.1 general characteristics
John F. Kennedylaan 8 in Apeldoorn is the so-called Walterboscomplex. This complex is owned by the National Buildings Agency and is used by the Tax Administration. The complex was completely renovated in the period 2002 to 2006, with 2 new office towers and large-scale underground construction connecting the existing and new office towers.
1.2 Terms of Reference
The complex has a number of technical defects that go beyond regular or special maintenance. Moreover, these defects may be covered, in whole or in part, by a form of guarantee in force from the new construction and renovation of the complex.
These building defects have been classified in a separate project. A procedure has been agreed with the various guarantors in order to determine in common the technical cause of each building defect. All parties, the National Buildings Service, the Tax Administration, the designers of the time and the implementing parties are placed in a project team.
A systematic method of malfunction analysis shall be used. The project is currently in this malfunction analysis phase. Interviews were carried out with all those involved, the file was investigated and exploratory technical investigations were carried out on the spot. On this basis, the generally formulated building defects – where necessary – have been reformulated into sub-building defects. Based on these sub-building deficiencies, a list of possible technical causes per (sub) building deficiency has been drawn up on the basis of a systematic analysis of the data. For each possible technical cause, a verification study was subsequently carried out to identify or exclude this technical cause. These are about 100 larger and smaller technical studies. The malfunction analysis phase will take about one year.
This lot involves carrying out these verification checks.
