The subject-matter of the contract is the delivery to NCBJ’s headquarters of the POLATOM Radioisotope Centre of 6 transport packages for the transport of radioactive materials in accordance with the technical specifications set out below.
Technical specifications of the packaging to be procured:
— type B(U) packaging complying with regulations on the transport of dangerous goods,
— packaging for the transport of non-fissile and fissile materials – excluded,
— the maximum weight of the container is 65 kg,
— maximum weight of the transport packaging: 80 kg,
— maximum gauze dimensions of transport packaging – Φ550 mm × 480 mm,
— maximum dose rate on the surface of the empty transport packaging – 5 μSv/h,
— packaging for the carriage of materials in special form,
— number of sockets – 4,
— minimum internal diameter of a single socket of 8 mm,
— single socket depth – 186 mm,
— The contracting authority shall require that the container be adapted for the transport of sources whose activity in a single terrain will be at least:
a. Co-60 – 3 GBq,
b. Se-75 – 40 TBq,
C. Cs-137 – 10 TBq,
D. Yb-169 – 80 TBq,
e. Ir-192 – 5.55 TBq,
— maximum dose rate at the maximum activity of the radioactive content:
a. On the surface of a consignment, 2 mSv/h,
b. At a distance of 1 m from the surface of the consignment – 0.1 mSv/h
Requirements for the Contractor:
(1) The Contractor shall be responsible for the quality, compliance with the technical and quality conditions described in the technical specifications for the subject-matter of the contract.
(2) Due diligence is required in the performance of the contract’s obligations.
(3) The arrangements and decisions relating to the performance of the contract shall be agreed between the Contracting Authority’s representatives and the appointed representative of the Contractor.
(4) The Contractor shall specify contact telephone numbers and fax numbers and other arrangements necessary for the smooth and timely performance of the contract.
(5) The Contracting Authority shall not be liable for any damage caused by the Contractor in performance of the subject-matter of the contract.
(6) During the negotiation meeting, the Contractor shall provide the Contracting Authority with a copy of the Certificate of Approval of the specimen consignment. The Contractor shall be obliged to renew the above-mentioned certificate at the request of the Contracting Authority before its expiry date. In the event of failure to comply with the requirement to provide an update of the approval certificate, the Contracting Authority shall place the transport packaging at the disposal of the Contractor, requesting that the equivalent of the packaging less the cost of consumption be returned, taking into account its current market value.
(7) During the negotiation meeting, the Contractor will provide the Contracting Authority with detailed instructions for the use of the transport packaging in Polish or English.
(8) All transport packages ordered will be delivered to the Contracting Authority’s premises at the Contractor’s expense.
The delivery cost will be included in the price of the packaging.
(9) The contract will be deemed to have been duly executed by the Contractor once all the transport packages have been delivered to the Contracting Authority’s premises and, without comments, have been signed by the authorised representatives of the Contracting Authority and the Contractor, having signed the technical acceptance reports confirming the efficiency of the transport packages supplied.
If the packages delivered do not comply with the requirements of the Contracting Authority as set out in the technical specifications, the Contractor shall be required to deliver the new packaging in the quantities required and within a new mutually agreed time limit.
If the Contractor fails to deliver the new packaging in the manner described above, the Contractor shall be ordered to pay an amount up to the amount of the losses incurred by the Contracting Authority as a result of its failure to comply with the terms of the contracts for the supply of radioactive products to be supplied in the packaging covered by the contract.
(10) The contracting authority shall authorise the delivery of transport packages on a one-off basis as well as in batches, but the last delivery period may not exceed 6 months from the date of signature of the contract.
The Contracting Authority shall require the Contractor to provide a guarantee for a period of 10 years from the date on which the transport packaging is formally collected.
During the warranty, any defects or defects shall be remedied by the Contractor at his expense.
The detailed arrangements and decisions relating to the contract which will result from its performance will be agreed between the Contracting Authority’s authorised representatives and the representative(s) of the Contractor.
