This consultation is carried out as part of a grouping of orders in accordance with Articles L. 2113-6 to L. 2113-8 of the Public Procurement Code between the following bodies: - The Rochefort Ocean Agglomeration Community (CARO) - SEMDAS. The coordinator of the grouping of orders is: The Communauté d'Agglomération Rochefort Océan (CARO) The amount of the premium that will be paid to selected candidates who have delivered compliant services is 130,000 euro (s) excluding tax. However, the contracting authority, in accordance with the selection board's proposals, may decide to reduce or cancel a candidate's premium in the event that the services provided are insufficient or do not comply with the conditions for submission of tenders set out in the contract notice for the dialogue phase, as follows: 20% reduction of the premium in the event of significant deviations from the programme of the operation. The remuneration for the design-build contract will take into account the premium received by the successful candidate, which will constitute a down payment to be applied on the design-build contract. The contract shall comprise all the services defined below divided into two phases: Design phase: APS studies (will be submitted at the time of submission of the final offer following the last phase of dialogue), APD studies, Building permit file, Project studies, Internal control of monthly statements/States of progress of studies, and dynamic thermal simulation (STD), Daylight factor (FLJ) and Autonomy in Daylight (ALJ). The guidelines for the public part of the pre-programme laid down by the CARO are 7 900 m2 of SDP) divided into: - Spaces dedicated to training organisations: The premises will host IFSI/IFAS (public), - Common areas and services: Home / Cafeteria services / Amphitheaters / Resource centre / Workspaces / Security station / Logistics / Technical rooms / Parking spaces - Tertiary office spaces: tertiary offices for CARO.
