Description

The current school construction of the integrated ‘Erwin Fischer’ school is no longer meeting today’s requirements. For this reason, a replacement for a four-stage integrated school with (vsl) 26 classrooms, specialist rooms, a meeting and communication venue for all members of the school group (Aula or similar) is to be built, taking into account the requirements for full-day school operation. Planning must take into account the following framework conditions:
— Taking into account different forms of learning;
— Methodological change between instruction and self-activity of pupils;
— Creating a healthy, learning-friendly environment;
— Decent jobs for teachers and educators that also enable modern teamwork;
— Sharing spatial resources and schools and community environments;
— Smart land use, integrated organisational models and multifunctional uses.
The replacement of the Erwin-Fischer School should also be a model for inclusive training. This requires the construction of additional rooms as an advisory and documentation room for special needs, a health and rest room and a room for time-out situations or as a school station. In addition, one third of the classrooms shall be equipped with special requirements for hearing, sighting and motor motion disorders (acoustic ceilings, physical and visual control system, special space requirements for wheelchair users). Particular attention should be paid to sustainability in planning. Life-cycle costs, or an appropriate ratio between construction costs and life-cycle costs, play an important role in this respect. In this context, the differences in construction and operating costs when implementing a passive house standard and standards under the EnEV will also have to be presented. The aim is to implement the sustainability criteria developed by the Deutsche Gesellschaft für Sustainables Bauen.
The school sports hall to be rehabilitated was built in modules in the 1980s. Partial refurbishment (only renovation of façades) took place in 2010. Significant repairs are still needed. In particular, energy measures will also be implemented.
The services of technical equipment (electrical planning/lightning protection) for installations in groups 4, 5 and in part 7 (§ 53(2) HOAI, LPH 1 to 9) and the non-public development and technical installations of outdoor installations are awarded to a tenderer (single tenderer or group of tenderers). The assignment shall be carried out in stages. All other planning and expert services are awarded separately by the contracting authority and are not the subject of this call for tenders.
