Description

The subject-matter of the contract includes the production and supply of promotional souvenirs for the needs of the Medical University of Plovdiv, including activities with characteristics and requirements for the production and materials detailed in the Technical Specification – Annex 1. Reasons for choosing the procedure: The contracting authority carried out an open tender procedure for the award of a public contract for the ‘Production and supply of advertising souvenirs for the needs of the Medical University of Plovdiv’, opened by Decision No F678743 of 23 April 2025. All tenders for participation were irregular and the procedure was terminated on the basis of Article 107(1)(2)(a) and (5) of the Public Procurement Act by Decision No: D45448585 of 20 July 2025. In view of the above, there is a reason to open a negotiated procedure without prior publication under Article 79(1)(1) of the Public Procurement Act: ‘in the case of an open or restricted procedure, no tenders or requests to participate have been submitted or all the tenders or requests to participate submitted are inadequate and the terms of the contract originally announced have not been substantially altered.’ Next, in the current negotiated procedure, there has been no substantial change in the terms and conditions of the contract initially announced, which have been incorporated through the invitation to tenderers under Article 64(2) of the PPZOP, including the annexes thereto. The total estimated value of this public contract is BGN 127 905 excluding VAT.
