The contracting authority shall require the provision of the following basic voice electronic communications network voice services. Voice services in structure: calls made and received to/from all domestic and foreign mobile and fixed networks; making and receiving calls in GSM networks abroad (international roaming); redirecting incoming calls to the voice box (recording service); call to the voice box. Text and multimedia services according to the following requirements: the possibility to send and receive SMS/MMS to/from all domestic mobile networks; the possibility to send and receive SMS/MMS to/from foreign networks enabling the receipt and sending of SMS/MMS; the possibility to send and receive SMS/MMS on foreign networks enabling the reception and sending of SMS/MMS (SMS/MMS roaming); the possibility to receive SMS/MMS from the internet. Mobile Virtual Private Virtual Network – Ensuring the creation of a single mobile virtual private voice network (hereinafter referred to as VPS) of all mobile phones (all voice SIMs) of the sponsor: all sub-services (SIM) of the procuring entity will be part of the VPS; for all or selected telephone numbers, the VPS shall allow the definition and use of a speed dial call;the VPS shall allow setting restrictions for both outgoing and incoming calls for defined groups of users (submission of call rules); The VPS shall allow the setting of restrictions on any telephone number within the VPS with a call blocking function from and to the VPS (e.g.: Black list/White list); it will make it possible to mark calls made using prefixes in such a way that it is possible to distinguish between service and private calls. Mobile data services: Securing internet connection of packet data transmission technologies using tariffs with unlimited volumes of data transmitted on a monthly flat-rate basis only; The mobile data service shall be available in at least the following cities: Brno, České Budějovice, Hradec Králové, Chomutov, Jihlava, Karlovy Vary, Odříž, Liberec, Olomouc, Ostrava, Pardubice, Písek, Plzeň, Prague, Tábor, Ústí nad Labem, Zlín; The contracting authority calls for the tenderer to allow mobile data services to be provided abroad, so-called roaming, in at least all EU countries; The contracting authority requests the submission of a tender for a BlackBerry solution consisting of the installation of BlackBerry Enterprise Server (BES) in the contracting authority’s environment. A BES server licence must be provided as part of the service set-up fee; The contracting authority requires the security of a mobile data service based on a standard SIM card by packet data transfer for communications between technological devices; Support and other services: The contracting authority requires the tenderer to provide access to electronic billing for the services provided via the Internet network; The contracting authority requires that existing telephone numbers be maintained in such a way that the selected tenderer ensures that existing mobile telephone numbers are transferred free of charge to the selected provider on the basis of the service of “portability of numbers on mobile networks” in accordance with the legislation in force, in particular Section 34 of Act No 127/2005.
