Description

1. The subject of the contract is the provision of comprehensive laundry services for the washing and disinfection of 720 000 kg of hospital linen and protective clothing over a period of 48 months and the provision of services for the hire of linen by the Contractor.
2. The subject matter of the contract covers, in particular, the following services:
(a) Reception of dirty linen, clothing, mattresses and cushions from the Contracting Authority’s premises.
(b) disinfection, washing, drying and pressing of linen and clothing in the Contractor’s laundry.
(C) chemical and thermal disinfection of mattresses and pillows in the Contractor’s laundry.
(D) Delivery to the Contracting Authority’s premises of clean, dry and pressed hospital linen and clothing and disinfected mattresses and cushions.
3. Implement the UHF or RFID HF system at the location indicated by the Contracting Authority by: tags for underwear of the rented Contracting Authority and owned by the Contracting Authority.
4. The Contractor shall successively mark with RFID tags the quantity and range indicated in point. 5 and point. 6 in the description of the subject of the contract. The marking will take place before the clean hospital linen is returned, while the service is provided. If the underwear is destroyed or removed from service for other reasons, Taga RFID will be reused. The contracting authority allows for an increase of 20 % of the quantity indicated for labelling during the contract period.

In addition, the Contracting Authority provides for a range of 6000 units to be marked with RFID tags.
7. The provision of the laundry service includes:
(a) The collection of dirty linen from the Contracting Authority’s premises and the delivery of clean linen to the underwear warehouse at the Contracting Authority.
(b) Washing with disinfection and dressing of white linen, green operating linen.
(C) Wash with disinfection and ironing of gowns, medical clothing (bluches, trousers, skirts), pyjam.
(D) Washing and drying blankets, pillows, disinfecting mattresses and washing and drying of mops to the floor.
(e) Washing and pressing of workwear (blue, trousers, shirts, jackets).
(F) Rental to the Contracting Authority with laundry services of bed linen, protective clothing.
(g) Labelling of linen to track its movements in the RFID system.
(H) Ensuring the use of an underwear tracking system between the Contractor and the Contracting Authority. The system must enable, inter alia:
— On a daily basis, automatic registration of the type and quantity of dirty linen received from a branch of a hospital to the contracting authority’s internal warehouse.
— On a daily basis, automatic registration of the hand-over linen to the laundry of the Contractor.
— Daily automatic registration of received linen from the Contractor’s laundry.
— The generation of a monthly report detailing the movement of linen between the Contracting Authority’s offices and the Contracting Authority’s warehouse and between the warehouse and the laundry, the format of the report will be clarified with the Contractor.
— Generation of the aggregated monthly report.
— Internet view of underwear traffic from the beginning of the contract, viewing the performance of the contract on a given day for a specified period of the contract.
— The Contractor must ensure the use of the RFID system within 30 days of the first day of the conclusion of the contract. The Contractor declares that the label used is safe for humans and electro-medical apparatus such as pacemakers, defibrillators, etc. The installation and operation of the RFID system will be carried out at the Contractor’s expense and risk and must be installed and operated at the Contractor’s premises.
— The contracting authority may not commission the service in full quantities until the end of the contract.
Deadline for performance of the contract:
48 months from the date of conclusion of the contract.
Method of performance of the contract:
8. The service will be performed by collecting all types of linen 5 times a week (Monday to Friday). First collection of laundry linen on the first day of the contract.
9. The dirty linen will be packed in fabric bags or foil bags owned by the Contractor. Contaminated linen will be packed in bags bearing the words ‘contaminated’.
10. The Contractor must secure the troops with a sufficient number of fabric bags for transporting dirty linen and clothing, the bags must be marked with the name of the division and the RFID tags in a quantity of approximately. 650 pcs These bags will be laundered at the Contractor’s expense and will not be included in the monthly invoice for the services rendered.
11. Clean linen, broken down by branch, must be covered, protected against external contamination by the Contractor.
12. The fasonal clothing of medical personnel must be segregated into the different branches and organisational units of the Contracting Authority. Delivered on racks and foils.
13. The weight of the laundry linen will be calculated at the Contracting Authority’s premises in accordance with the weight which has been validated up to date.
14. The weight of the floor mops will be defined as the product of the number of pieces and the weight of individual mops in the dry state.
15. The information contained in the RFID system will provide proof of receipt and delivery. The contracting authority shall have the right to verify the correct functioning of the settlement system between the Contracting Authority and the Contractor.
16. Frequency of receipt and performance of the service:
(a) Performance of the service within 24 hours – i.e. collection of dirty linen up to a hour. 13:00, delivery of clean linen the following day until 1 p.m. 8:00.
b) Reception of dirty linen on Friday until 1 p.m. 13:00 – Clean delivery on Monday until 1 p.m. 8:00.
(C) In the case of holidays falling on other days of the week, reception of dirty linen the day before the holiday, the delivery of clean linen on the first working day after the holiday.
(D) In emergency situations notified by the Contracting Authority, the Contractor shall provide the service within a shorter period than that indicated above.
17. The date of performance of the service included in the contract is the day on which the linen is received without defects.
18. Parameters of the leased product:
(a) Flat white linen: canner, sheet, lining, pad.100 % cotton fabric, not dusting, plain weave, complying with ENV standard 14237-2002, weighing not less than 175 g/m² ± 5 g/m², warm density 255± 8 threads/dm, chlorinant fabric, cloth washing temperature not less than 950 °C.
(b) Operating linen: sheet, sleeper, operating clothes. 100 % cotton fabric, not polishing, according to ENV 14237-2002, weighing 160 mg/m² ± 8 g/m², warm density 300± 6 threads/dm, chlorinant fabric, cloth washing temperature not less than 950 °C, resistance to piling but not less than 4.0 degrees according to PN-EN ISO 12945-2.
(C) Providing 3 protective clothing per person for medical staff with the hospital logo (dark garnet) of the hospital, a fabric of 65 % polyester. 35 % cotton, weight 165 g/m².
(D) Operating clothing: cloth 65 % cotton, 35 % polyester, maximum shrinkage of 5 %, washing temperature to 950 °C, drying in tumble washing machines, sterilisation temperature 1 340 °C, meeting standard PN-EN 13795, as shown in Annex 5.
The contractor will ensure the delivery of the leased linen from the date of the contract.
19. Responsibilities of the Contractor:
(a) Delivering dirty collection and delivery of clean hospital linen to the contracting authority’s warehouse in Warsaw ul. Amber 2.
(b) Washing and ironing of linen and clothing and chemical and thermal disinfection in the laundry process of blankets, caps, pillows and mattresses.
(C) Repair of underwear and clothing damaged during the performance of the service, including burning, stitching, stitching, buttons, slide fasteners, etc.
(D) If defects are found in the service provided which could not be ascertained at the time of receipt, the Contracting Authority shall send the complaint by fax or electronic means and the Contractor shall be required to remedy the defect within two working days of the date of notification by the Contracting Authority.
(e) Quantitative deficiencies in the service provided will be remedied by the Contractor within 3 days of notification by the Contracting Authority.
(F) Transport at the Contractor’s expense and risk in usual packaging (bags, foil, hooks) and in trolleys and cupboards for the transport of linen. The transport vehicle must have a lift to load trolleys and cabinets.
(g) The contracting authority requires the Contractor providing the service to have an ISO 9001:2009 quality management system in place and certified quality management system for the provision of cleaning, disinfection, drying and ironing services, and the RFID system, including transport to healthcare facilities, and the RABC biological contamination analysis and control system in place in accordance with Polish standard PN-EN 14065:2005.
(H) The Contractor selected in this procedure is required to implement the RFID system at the premises of the Contracting Authority by: installing in the dirty linen warehouse at the premises of the Contracting Authority an appropriate jacking machine allowing tactile recording of the linen, with a launch opening of not less than 50 cmx50cm, equipping the pure linen warehouse with a computer kit with a printer with appropriate billing software.
(I) the Contractor shall ensure the smooth operation of the RFID system and shall train the Contracting Authority’s staff to use the system.
(J) The Contractor undertakes to purchase from the Contracting Authority the quantities of bed linen in accordance with Annex 1. Delivery to the Contractor of the purchased linen shall take place on the first day of the contract, on the basis of a protocol signed by both parties. The contracting authority will issue an invoice to the Contractor for the purchased bield.
(K) The Contractor shall, before signing the contract, designate a replacement laundry in order to ensure continuity in the provision of laundry services in the event of breakdown or other circumstances preventing performance of the contract which meets all the requirements of these specifications.
20. Requirements for sanitary standards
(a) Transportation of linen between the Contracting Authority and the Contractor must comply with full sanitary insulation. The Contractor declares that he has separate means of transport for dirty and clean linen or means of transport with a sealed and split loading chamber so that the clean linen has no means of contact with dirty bleaching.
(b) The services will be performed in accordance with the washing technology prescribed by sanitary and epidemiological supervision, taking into account the specificities of the different hospital departments of the Contracting Authority, which the contractor is required to know and follow.
(C) the washing machine must have a hygienic barrier (total elimination of contact between clean and dirty linen and the staff of these zones) between the dirty and clean sides and should use a technology adapted to wash hospital linen.
(D) The Contractor shall apply appropriate procedures to eliminate the presence of cells or sources of infection and to prevent intra-hospital infections, for which he shall bear full responsibility vis-à-vis the Contracting Authority and third parties.
(e) The disinfectant and laundry preparations used by the Contractor must be authorised for use in biocidal preparations, a safety data sheet must be submitted. The contracting authority shall exclude the use of products containing chlorine or its compounds and peracetic acid.
(F) The Contractor shall be responsible for selecting appropriate washing technology with disinfection to ensure the use of broad spectrum washing and disinfectants, including bacteria including tuberculosis, fungi, viruses and spores of Clostridium bacteria.
(g) The Contractor shall be required to carry out periodic microbiological tests and present the results of the tests to the Contracting Authority at least once every six months and whenever so requested by the Contracting Authority.
(H) The Contracting Authority reserves the right to carry out ongoing checks by authorised staff, including the right to enter the Contractor’s laundry premises and to request any clarification, as regards the implementation of the subject-matter of the contract and the compliance with sanitary and epidemiological rules and guidelines.
II. The draft contracts included in Annex 1 to the ToR are an integral part of this documentation and the provisions contained therein are treated as conditions for the award of the contract (draft contract for the supply of equipment and the design of a contract for the supply and assembly of software).
V. Subcontracting
1. The contractor may subcontract part of the contract.
2. The contractor must indicate in its tender the lots of the contract which it intends to subcontract.
3. The contracting authority informs that it does not reserve personal performance by the contractor of key parts of the contract.
