National road 19 Skoppum road, foot and cycle path.

The project comprises engineering design services for and the construction of approx. 2,600 metres of foot/cycle path along National Road 19. In the west the foot/cycle path starts at the new Skoppum station, and in the east it is connected by the existing foot/cycle path east of the Lørge tunnel. The foot/cycle path shall be constructed with 3.5 m wide (3.0 m asphalt and 0.25 m shoulder on each side) and will be left at varying distances from national road 19 depending on the side terrain. From Skoppum station and eastwards to Adalsbrua, the foot/cycle path will be close to national road 19. The foot/cycle paths shall be highlighted so that the soft road users get a good and traffic secure tenders. Due to challenging ground conditions, the foot/cycle path is regulated away from the existing road bridge over Adalsbekken. The area shall be revegetated and a new edge vegetation shall be established. The stream shall be plastered and erosion protected when excavation is present. It is important that the new stream course ensures water surfaces in pelvis. The project shall be implemented model based in accordance with handbook R110.

Description: According to the Public Procurement Regulations § 7-9 (4), the award criterion in accordance with PPR § 7-9 (2) and (3) can be replaced with climate and environmental requirements if it is clear that this provides a better climate and environmental effect. The climate and environmental impact of this procurement is mainly related to mass handling/transport. In order to achieve the greatest climate/environmental benefit in the project, it will therefore be central to reduce climate gas emissions connected to mass handling and transport. The Builder believes that emissions connected to mass handling are of such great importance that this relationship ought to be emphasised in this procurement. Absolute requirements in the contract will provide greater security for fulfilment than if it will be up to the contractors through the use of award criteria. The builder has therefore chosen to set requirements for the share of machines and vehicles that are used for the execution of the contract work. Furthermore, sanctions provisions have been added to ensure compliance with the contractual requirements. By making requirements in the contract, tenderers will have to secure access to zero emission machines/vehicles, which will give a good climate and environmental effect in this procurement, in addition to the fact that it will probably also contribute to a positive development in the share of emission free machines and vehicles in the market as regards future procurements. By setting minimum requirements in the contract, we are largely ensured a climate and environmental effect and we therefore consider the climate and environmental gains in this procurement to be better safeguarded through such a requirement position rather than the use of climate and environment as the award criteria.
