DELEGATION BY SERVICE CONCESSION OF RADIOFARMACEUTICAL PRODUCTION FROM THE RADIOFARMACEUTICAL LABORATORY –FUNDAMENTAL RESEARCH CENTER IN TRANSLATIONAL MEDICINE – TRANSCEND
The proposed contract is a service concession contract, within the meaning of Law No 100/2016, whereby IRO Iași (the grantor) delegates the management of the activity of producing the FDG radiopharmaceutical to a selected economic operator (the grantor). The method of fulfilment requires the concessionaire to take over and operate the radio-pharmacy laboratory of the IRO, at its own risk and expense, ensuring the continuous production of FDG both for the internal needs of the IRO and for other medical units in the region. The concessionaire will have to make the initial investments necessary for the actual commissioning of the laboratory (additional procurement, calibrations, personnel, GMP documentation, etc.), obtain all necessary permits and approvals (CNCAN authorisation for the use of radioactive sources, GMP certification, sanitary authorisations, etc.) and start production of FDG within the deadline assumed by the tender. The deadline by which any economic operator interested in participating in the concession award procedure has the right to request clarification or additional information on the tender documentation is 20 days before the deadline for submission of tenders. The deadline for the contracting authority to respond clearly and completely to all requests for clarification/additional information is the 16th day before the deadline for submission of tenders.
