Description

The subject of the contract is a service consisting in conducting a quantitative field study entitled: "National study on the potential of ICS for learning in adulthood". The survey will be carried out on a random, representative sample of Polish residents (aged 18-69), n=5100, using the computer-assisted questionnaire interview (CAPI) or telephone-assisted questionnaire interview (CATI) technique. The study will be carried out at the request of the Educational Research Institute (IBE) as part of the implementation of the system project FERS.01.08-IP.05-0001/23 ‘Supporting the further development of the Integrated Qualifications System in Poland (IQS6)’. The aim of the study is to identify the types of attitudes towards the acquisition of knowledge and skills, the factors shaping them and the impact of attitudes on learning patterns in adulthood (including various forms of learning, learning intensity, obtaining certificates). The implementation of the study will also enable the achievement of application goals. Focusing on the study of the impact of attitudes on learning, including involvement in informal learning, it aims to include in public policy the scale of support for those who want to supplement their competences through independent learning, collective learning carried out in a less formal way (in accordance with the idea of the Integrated Qualifications System). In this area, the study can provide relevant contextual information and arguments for the creation of public policy instruments to support development services in the area of advisory and validation rather than just training (e.g. validation funding instruments, tax breaks, individual learning accounts, training leave, advisory services on competence development). In addition, the study of attitudes towards learning, in particular in the declarative and public dimensions, aims to show to what extent and which public policy narratives related to adult education are present at the microstructural level. Due to the fact that the study will also focus on the identification of factors and determinants of shaping attitudes towards learning, the obtained results will allow to build recommendations for public policies and educational institutions as to the possibility of creating solutions that strengthen a positive attitude to education.
