Feitelijk gaat het in kwestie om de verkoop van het Perceel door de gemeente IJsselstein, waarbij de
koper (de ontwikkelaar) gehouden wordt om aan verschillende voorwaarden te voldoen passend bij
een aantrekkelijke transformatie van de LTS gebouwen op het Perceel. De gemeente zoekt een
koper (de ontwikkelaar) die de beste en de meest aantrekkelijke invulling aan de transformatie zal
gaan geven op basis van de door de gemeente gestelde eisen, uitgangspunten en kaders.
