Description

The City of Kemi Premises Service will request your offer for planning services in accordance with the invitation to tender. The framework agreement can be utilised in other units of the facility services or the City of Kemi. The invitation to tender concerns consultancy services. The object of the design or the content of the assignment is not defined at this stage. Possible assignments may include, for example, minor alterations and renovation design tasks. The procurements are divided into three different difficulty classes, which are divided into different design areas. The tenderer may offer groups of several difficulty classes as well as groups of several sub-areas. As a rule, the city's properties are demanding, very demanding or exceptionally demanding in the demanding category. The assignments are mainly renovation, including in protected buildings. The design projects will be located in the area of the city of Kemi. Documents resulting from the assignment must be submitted in dwg and pdf format. Design areas: Sub-topic 1. Building design Sub-area 2. Structural design (load-bearing structures, building physical slu) Sub-topic 3. HVAC Design Sub-area 4. Electrical design Sub-area 5. On the basis of the tender, a framework agreement will be concluded in which there will be no more than five (5) service providers in each area, unless there are fewer qualified tenderers and fewer admissible tenders. If there are more than 5 tenders in one area/requirement category, a selection will be made from the selection of five (5) service providers/requirement category to the framework agreement on the basis of a price comparison, where the selection criterion is the time-charge price of the designer's work. In this comparison, the 5 cheapest offers are selected as the framework agreement supplier. A separate framework agreement will be concluded with each of them. If more than one bidder ends up in the same ranking, all bidders offering the same price will be selected. The duration of the framework agreement is two (2) years, preliminarily from 1 April 2025 to 31 March 2027, or at the earliest when the decision has become final. The agreement provides for an option period of one (1) year. The subscriber decides on the exercise of the option period 3 months before the end of the actual contract period. In connection with each task, the client has the opportunity to use any of the selected consultants, depending on whom the client considers the most suitable for each task. A mini-competition may also be organised among the selected persons. In procurements exceeding EUR 60,000, a mini-tendering will be organised among at least three selected participants by sub-area. The City of Kemi does not commit to ordering any specific amount of consultancy work from any selected consultant. The City may unilaterally terminate the contract with one or more consultants. The framework agreement does not oblige the Contracting Entity to purchase services from the contract suppliers. The client has the right to commission/competition design work separately also from outside the framework contract. The basis of payment for the orders is the time-debit prices presented in the offer. Prices must be quoted in EUR/h/VAT 0%. In addition to personal work, the time-debit prices must include the special allowances referred to in point 5.3 of KSE 2013, as well as any travel expenses required for the performance of the task. In the event of claims for rectification following a decision taken on the basis of an invitation to tender, such claims shall only have effect in respect of the areas/classes of requirements to which they relate.
