The subject of the contract is successive collection, transport and management in the process of recovery or disposal of the stabilizer after biological processing in the MBP installation, i.e. waste with code 19 05 99 – other non-listed waste generated in the Contracting Authority’s plant. The proposed management method must be carried out in a manner consistent with the waste hierarchy, in particular with the waste management methods described in Annexes 1 and 2 to the Waste Act of 14 December 2012 (Journal of Laws No. Journal of Laws 2023, item 1587 as amended), recovery or disposal operations. The waste covered by this contract will be managed in installations for which the Contractor has decisions authorising the processing of this waste. The stabilization that is the subject of the contract is created in the process of mechanical-biological treatment of waste and is produced from the sub-site fraction < 80 mm and from the sorting ballast of the fraction 80-300 mm. The composition of the waste input material for the aerobic stabilisation process consists primarily of mixed municipal waste, kitchen and garden waste, contaminated and moist textiles from non-segregated (mixed) fractions of municipal waste, non-commercial paper waste, multi-material waste, plastics, biodegradable film waste and mineral waste, including sand, earth, fine glass cullet, etc. Waste is practically free of ferrous and non-ferrous metals by subjecting them to the process of magnetic and eddy current separation. The waste will be prepared by the Ordering Party as follows: Waste input material in the aerobic stabilisation process in the first stage shall undergo intensive aerobic stabilisation in compost tunnels for a period of at least 14 days. The process is carried out in an automated manner, with continuous measurement of the charge temperature, aeration and humidification. During this phase of the process, the material is moved once in order to avoid collmatation. (b) At the end of the first stage, the waste is transported to a stabilisation maturing site, where it undergoes an oxygenation process for a period of at least 6 weeks by passing and is kept in adequate humidity until the relevant parameters are reached. Then, after the end of the stabilization process, the waste is prepared for collection on the square of mature compost / stabilizer. c) It is established that the waste being the subject of the order will be handed over to the recipient only if the requirements specified in §3 sec. 2 of the Regulation of the Council of Ministers of 22 December 2017 on unit rates of charges for the use of the environment (Journal of Laws of 2017, item 2490). The fulfillment of the parameters by the stabilizer will be confirmed by laboratory tests performed once a month, with samples for testing taken by a representative of this laboratory. The results of the tests will be sent to the recipient for inspection before sending the sales order, and then to the recipient in the form of a copy confirmed for compliance with the original after the end of the month in which the collection of the batch was carried out. The waste will be collected from the premises of the Municipal Waste Disposal Plant in Puławy at ul. Dęblińska 96 on working days, i.e. from Monday to Friday from 7.00 to 17.30, in the amount specified in the sales order sent by the Ordering Party's representative by e-mail to the Contractor's representative. The collection will take place within 2 working days from the date of sending the sales order. The waste will be prepared by the Ordering Party for collection in bulk. Loading of waste is on the Ordering Party's side. Transport of waste is on the Contractor's side. Weighing of the waste collected by the Contractor will take place on a legalized car scale, located in the Ordering Party's Plant at ul. Dęblińska 96 in Puławy. The Ordering Party shall draw up the records of each batch of waste received by the Contractor via an individual account in the Database on Products and Packaging and on Waste Management (BDO), in accordance with the rules laid down in the Waste Act of 14 December 2012 (Journal of Laws No. Journal of Laws 2023, item 1587 as amended). The circulation of the above-mentioned documents will take place in the manner specified in these provisions. The amount of waste to be transferred to the Contractor during the term of the contract will be no more than 10 000,0 Mg. The quantity indicated above is the maximum quantity, and the order will be carried out successively during the term of the contract in accordance with the actual needs of the Ordering Party, with the proviso that the Ordering Party guarantees the transfer to the Contractor of waste with code 19 05 99 in a minimum quantity of 5 000,0 Mg.
