Description

The contracting authority intends to conclude a contract for the supply of ID locks to the municipality’s care centres without prior publication of a contract notice in the Official Journal of the European Union, cf. Section 4(1)(1) of the Act on the Procurement Review Board. This is because the total supply of ID locks to all the customer's care centres must be an integral part of the emergency call systems that the customer has already installed today. The contracting entity has examined the market and it is the contracting entity's opinion that no other supplier can realistically provide a similar solution without excessive costs and practical difficulties. The contracting authority wants a connection between the emergency call systems at all our care centres, which is why locks are installed from the same supplier. If this connection is to be maintained when switching to another supplier on electronic door locks, the existing emergency call systems must be replaced, and this will entail a considerable cost for the contracting authority. If the contracting authority obtains another supplier for the door locks, one piece for the door and another piece for e.g. emergency calls, assault or dementia protection must be used. The elderly, and especially the demented, will find it difficult to deal with 2 pieces. The client's caregivers will also have to handle 2 pieces - one for doors and one for assault alarms.
